On July 6, the Internal Political Security Department of the Ministry of Public Security teamed up with the Hanoi Department of Information and Communications to issue an administrative fine to Bùi Xuân Huấn (also known as “internet gangster” Huấn Hoa Hồng, born 1985, from Yên Bái province).
Huấn published and distributed two books titled “Top Money Maker” and “Online Business Secrets” without official publishing approval from the authorized publishing house or relevant authorities, violating Article 10 of the 2012 Publishing Law.
Selling these two books without a business registration certificate also broke Article 66 of Government Decree 78/2015/ND-CP on business registration.

Internet gangster Huấn Hoa Hồng was fined 17.5 million VND (about $750) for illegally publishing money-making guidebooks.
Back in mid-April 2020, Huấn Hoa Hồng posted on his personal account introducing the release of two books, “Top Money Maker” and “Online Money-Making Secrets.”
He claimed to have self-invested in writing these books and sold them for nearly 800,000 VND per set. Authorities then launched an investigation and summoned Huấn Hoa Hồng for questioning.

During the investigation, Huấn admitted the book content was copied from social media, with some edits, and that he added the name “SG Publishing House” on the cover without permission from any authorized agency before selling them openly online.
