On the afternoon of August 12, the police of Phu Ly ward, Ninh Binh province, summoned three young men: V.T.T, born in 2001, N.V.K, born in 1997, both residing in Phu Ly ward, and N.V.S, born in 1992, from Ha Nam ward, Ninh Binh province, to verify and clarify their involvement in spreading false and misleading information online.
Earlier, on the evening of August 11, a video circulated on social media showing a woman sitting in the passenger seat of a car engaging in provocative behavior with the male driver while he was driving on Le Duan street in Phu Ly ward, Ninh Binh. The clip quickly caught widespread public attention.
Recognizing the seriousness of the incident and its complex impact on public security and traffic order in the area, Phu Ly police promptly reported to the Provincial Police Director for guidance. They also worked closely with relevant agencies inside and outside the police force to investigate, clarify the situation, stabilize public opinion, and strictly handle violations according to the law.
Acting quickly and thoroughly, the Phu Ly police, in cooperation with other agencies, gathered evidence proving that the clip was staged by the three men, V.T.T, N.V.K, and N.V.S. They planned and acted out the provocative scenes in the car to post online aiming to attract views, likes, comments, and shares, boosting social media interaction. They scripted the scenario and assigned roles, with one pretending to be a woman to perform the sensitive scenes inside the car, then recorded and uploaded the video.

During questioning, the three men acknowledged their wrongdoing, voluntarily removed the post, and promised not to repeat the offense.
