Regarding the footage of Huấn “Hoa Hồng” delivering aid to Central Vietnam featured in a Chuyển động 24h report shared on social media, Vietnam Television confirmed the clip was doctored and called on authorities to handle the case.
Shortly after the discovery and at the request of Vietnam Television, on October 25 and 26, 2020, the Internal Political Security Department of the Ministry of Public Security summoned Bùi Xuân Huấn (known as Huấn “Hoa Hồng”) to investigate the posting and spreading of a fake Chuyển động 24h news clip on his personal Facebook page named “Huấn Hoa Hồng.”
During the meeting with security officials, Bùi Xuân Huấn admitted he created, managed, and operated the Facebook account “Huấn Hoa Hồng.” On October 23, 2020, this account posted a video clip bearing Vietnam Television’s logo showing him delivering aid to Central Vietnam.
Bùi Xuân Huấn acknowledged his actions were wrong, damaging the image and reputation of Vietnam Television, violating the law, and pledged to accept all penalties imposed by authorities. He also admitted to voluntarily removing the video from his Facebook account on October 24, 2020.
Currently, the Internal Political Security Department is compiling the case file and working with relevant agencies to strictly handle the matter according to the law.
Actions Seriously Harm VTV’s Honor and Reputation
According to some lawyers, Huấn “Hoa Hồng” abused the public’s trust in state organizations for personal gain, which is illegal.
“If someone manipulates a video to make people believe it’s real, that’s wrong. Under the Cybersecurity Law, Article 8, there is an administrative fine of up to 20 million VND. If the offense continues after the fine, criminal charges may be considered,” said lawyer Hà Hải from the Ho Chi Minh City Bar Association.
Meanwhile, lawyer Phan Vũ Tuấn described this as a sophisticated copyright violation with careful preparation. The background behind the news anchor was changed, and the scrolling news text was edited to match the original report’s format.
Phan Vũ Tuấn, Vice Chairman of the Ho Chi Minh City Intellectual Property Association, said, “This case seriously violates Articles 19 and 20 of the Intellectual Property Law and Article 28, which prohibits distorting or editing works without the author’s permission, causing serious harm to the honor and reputation of the author and copyright owner, in this case, VTV. It also violates trademark laws by using VTV’s brand on a product not produced by VTV.”
Lawyer Tuấn added that this behavior breaches several other legal provisions. VTV will continue cooperating with authorities to resolve the case.
